The community of Willow Grove Mill is located in Middletown, DE. Established in 2004, the community is made up of more than 587 single-family homes and townhomes. Willow Grove Mill is located behind the Middletown Police Department off of Route 299 with easy access to Route 1 and Route 13.

Dear Willow Grove Mill Homeowner:
In accordance with our Bylaws and the Declaration of Restrictions, each homeowner, by acceptance of a deed, obligates oneself as members of the Willow Grove Mill Homeowner’s Association (HOA) and agrees to pay annual assessments, when necessary, as set by a majority vote of the members.
The HOA exists to ensure the orderly preservation of property values for the individual lots in our community. To achieve this, the Board of Directors provides for an annual assessment of dues to enforce deed restrictions, conduct architectural review and represent the community at-large in all matters.
The annual assessment for 2022 is $50.00 per household, due by July 31, 2022. In accordance with the Declaration of Restrictions, assessments not paid within 30 days of the due date are subject to interest at a rate of 12% per year, including a $10 late fee, reasonable attorney’s fees, and may result in the application of a lien against the property until the assessment is paid.
If you are past due on a prior year assessment, please contact the board at the email address above to determine your total outstanding balance. We will provide a one-time waiver of late fees and interest on any past due assessments through June 30th.
We also accept online payments via PayPal. Online payments may be made from the homepage of the association’s website at willowgrovemillhoa.com. There is a $1.75 fee for payments made online. Note: PLEASE include the fee in your total payment as well as applicable late fee if received after July 31, 2022. Example: $50.00+$1.80 fee = $51.80 total payment or with late fee, $61.80.
If you prefer to mail your payment, please use the attached remittance and instructions on the letter your received. If your 2022 assessment was to be paid at closing or through an escrow account, please contact your closing agent or attorney to ensure payment has been sent.
